CIOs from Children’s National Health System and Ochsner Health System Recognized for Transformational Leadership
ORLANDO, FL, October 16, 2015 – From improving quality of care and patient safety to enhancing patient engagement, health information technology can transform care delivery. Initiatives under way at Children’s National Health System, Washington, D.C., and Ochsner Health System, New Orleans, are prime examples of how health systems are using IT to drive positive change in healthcare.
In recognition of their efforts to use IT as an agent of change, Brian Jacobs, M.D., vice president, chief medical information officer and chief information officer, Children’s National Health System; and Patrick Anderson, CIO, Ochsner Health System, were awarded the 2015 Transformational Leadership Award today at the CHIME15 Fall CIO Forum in Orlando. At Children’s National, Jacobs has been a leading voice in using health IT to improve care delivery. He was front and center in helping the hospital install and launch its first electronic medical record nearly a decade ago. More recently, he spearheaded the launch of the Bear Institute, the nation’s first pediatric health IT institute. The Bear Institute taps into industry experts and best practices to manage IT systems and ensure that they are aligned with the hospital’s overall strategic plan.
“We are proud to be honored with the Transformational Leadership Award,” Jacobs said. “This award reflects the meaningful work through our Bear Institute in using health information technology to improve the quality and safety of the care we deliver, to innovate, to facilitate important research, and to support our organization in most everything we do here at Children’s National.”
At Ochsner Health System, Anderson has initiated IT projects across multiple settings that advance patient-centered care. He has overseen the collaborative work with CareConnect 360 — Ochsner’s telemedicine program — to bring a level of expertise to 41 locations across 21 medical specialties that can otherwise not provide this care locally. He and his team have also advanced home-based monitoring technologies for patients with chronic conditions. And, under his stewardship, Ochsner is leading an effort in Louisiana to improve interoperability of health IT systems.
“Having a common goal of providing transition of care content is key to ensuring that patient data is accessible,” Anderson said. “We have learned that all of the CIOs across the state want the same thing: improved access to patient data by caregivers.”

CHIME Recognizes Pursuit Healthcare Advisors’ Cyndi Vely Cahill with 2015 Industry Leader Award
ORLANDO, FL, October 16, 2015 – The College of Healthcare Information Management Executives (CHIME) today honored Cyndi Vely Cahill with its annual CHIME Foundation Industry Leader Award. The award, presented at the CHIME15 Fall CIO Forum in Orlando, recognizes Cahill’s work over the past 30 years to find innovative ways to solve problems facing healthcare providers.
“I am honored to be named CHIME’s 2015 Foundation Industry Leader,” said Cahill, managing partner, Pursuit Healthcare Advisors, LLC. “I have truly enjoyed working in this industry and can’t imagine a more dynamic and challenging place to be. Working in different sectors of healthcare, I feel like I have been able to help improve care delivery and, ultimately, a patient’s experience.”
Cahill’s extensive background spans a variety of healthcare settings. She held several management positions at Siemens Healthcare, including roles in sales, national implementations and running the International Siemens Medical Solutions Executive Briefing Center. Cahill also served as the chief information officer of Presbyterian Medical Center in Philadelphia, and corporate financial applications manager at a five hospital group in Philadelphia and southern New Jersey.
“Cyndi has been an active and influential CHIME member,” said Randy McCleese, MBA, MS, FCHIME, LCHIME, CHCIO, chair of the CHIME Foundation board; vice president of information services and CIO, St. Claire Regional Medical Center. “She’s been very involved in the Certified Healthcare CIO program and is a founding member of the Association for Executives in Health Information Applications (AEHIA), a new non-profit group that provides education resources and professional development to chief application officers.”
Cahill has also been instrumental in development of CHIME’s Performance Institute, which brings healthcare IT leaders together to share their stories on how health systems, hospitals and clinics across the country are working together with leading vendors to improve patient care.
“The Performance Institute is designed to be the go-to resource for healthcare executives to research and explore innovative programs or solutions that other healthcare organizations are utilizing successfully,” Cahill said. “With the Performance Institute, we hope to make healthcare delivery more efficient and cost effective.”

Hackensack University Medical Center CIO Named CHIME Innovator of the Year
ORLANDO, FL, October 15, 2015 – Hackensack University Medical Center (HackensackUMC) is at the forefront of adopting technology solutions aimed at arming clinicians and patients with information that can help them make better decisions, as well as reduce healthcare costs. For his work spearheading many of these efforts, Shafiq Rab, M.D., vice president and chief information officer at HackensackUMC, was awarded the College of Healthcare Information Management Executive’s (CHIME) 2015 Innovator of the Year Award. Rab accepted the award today at the CHIME15 Fall CIO Forum.
“I am humbled and honored by this honor,” Rab said. “It is a great recognition of the accomplishments of my team at Hackensack University Medical Center, as well as our partnership with outside partners and vendors.”
HackensackUMC is one of the first health systems in the nation to link patient-generated data from personal fitness devices and mobile apps to its electronic medical record, enabling clinicians to have a more complete view of a patient’s history.
HackensackUMC also teamed with Infor to develop and implement open, vendor-neutral standards as part of the Argonaut Project. Launched in 2014, the Argonaut Project is a national effort geared around speeding up adoption of HL7’s standards framework, Fast Healthcare Interoperability Resources (FHIR).
“Achieving interoperability is one of the industry’s biggest challenges and priorities,” said CHIME President and CEO Russell Branzell, FCHIME, CHCIO. “Through Shafiq’s efforts, we are seeing how greater connectivity between providers and patients can create more efficient and effective care delivery.”
Rab added that efforts like FHIR will help promote better data exchange and such efforts as President Obama’s Precision Medicine Initiative.
“Our collective actions have significantly improved access to health data by the patient, while at the same time improving patient satisfaction,” he said.
Also with an eye toward creating a more efficient delivery system, Rab and his team worked with Vital Images to improve access to digital images. The imaging system at HackensackUMC makes images more readily available to physicians and patients.
“We worked with several great partners to develop our universal imaging strategy to make images available to both patients and clinicians at clinically relevant and meaningful moments in context of the problem, disease or encounter during the entire life of that patient,” Rab said. “The information needs to be easily accessible, presented in a meaningful way and understandable.”

Job Training Program for Veterans and Effort to Improve Care for Heart Attack Patients Honored by CHIME
ORLANDO, FL, October 15, 2015 – Rush University Medical Center, Chicago, has teamed with a number of technology firms to build a unique job-training program for military veterans. Through the collaboration, more than a dozen veterans have been placed in information technology jobs throughout the Chicago region.
In recognition of this partnership, the College of Healthcare Information Management Executives (CHIME) today honored Jaime Parent, associate chief information officer and vice president of IT operations at Rush University Medical Center, along with Citrix, EMC2, Epic, Hitachi Data Systems, Hewlett Packard, Lexmark and NetApp, with its 2015 Collaboration Award.
University of Mississippi Medical Center CIO John Showalter and Jvion, a data analytics company, were also honored today at the CHIME15 Fall CIO Forum for a collaboration aimed at improving care for heart failure patients.
A retired lieutenant colonel from the Air Force Biomedical Sciences Corps, Parent saw a gap in vocational training for veterans being treated at the medical center. In 2013, he created the EN-Abled Veteran Internship Program, which offers paid internships that provide veterans with job training, certification and job placement assistance. Rather than ask IT vendor partners for financial contributions, Parent approached them for support with job training and job placement. The CHIME Foundation Firms partnering with Rush University Medical Center offer free online access to their training programs, which compliments on-the-job training the veterans receive at the medical center.
In Mississippi, heart disease is the leading cause of death, killing 240 people out of 100,000 annually, the highest rate in the nation. To improve care for patients at risk of a heart attack, Showalter teamed Jvion to develop early interventions for discharged patients.
The predictive analytics program helped UMMC identify a somewhat hidden patient population — those at risk of acute myocardial infarction (AMI) in the next 12 months. The medical center is monitoring patients in this group to study the most effective interventions to improve health outcomes.

Atlantic Health System Expands Partnership with CynergisTek to Address Heightened Cyber Threat Environment
New Jersey Non-Profit Health Care System Completes Proactive Phishing Risk Assessment, Educating Staff & Establishing Secure Processes for Email Evaluation & Handling

INSIDE CHIME: Strategic Planning: Charting CHIME’s Future

The CHIME Board of Trustees has been engaged in a detailed strategic planning exercise, assessing the organization, its operations and its priorities. The process will help shape CHIME’s direction for the future and ensure that we continue to meet your needs.
You’ve heard it before, but it bears repeating: Everything CHIME does is for us, the members. From such educational programs as the Fall CIO Forum to professional development opportunities like the Boot Camp, CHIME strives to add value to our membership.
To ensure that CHIME is hitting the mark, the Board of Trustees reviews the organization’s strategic plan on an annual basis. We measure activities against an organizational scorecard. I’m happy to report that for 2015 CHIME is meeting or exceeding nearly all of its goals.
For the past two years, the board has taken an even deeper dive into assessing the organization, its operations and priorities. We held focused sessions at our recent board retreats to think strategically about where CHIME should be headed in the future. It’s been an exciting exercise to engage with members over CHIME’s strategic plan and learn how the organization can better serve the membership.
As you know, CHIME has ventured into some new territory with CHIME Cooperative Member Services and efforts to expand to an international membership. Be assured that in both cases, the board is asking the right question: How does this add value to the membership? CHIME Cooperative Member Services brings value by helping establish strong business partnerships between CIOs and CHIME Foundation Firms.
Going international? There are a couple of things to consider. For starters, healthcare and healthcare IT are global. Our colleagues around the world are facing many of the same challenges and have much to share with us here in the U.S. We also know that many are hungry for the type of educational programing and leadership development that CHIME can offer.
As we broaden CHIME activities, it’s important that we don’t dilute the CHIME brand. The board’s strategic planning process helps safeguard against that. We will continually monitor activities and ensure that we are doing what’s best for the core CHIME membership. If things don’t make sense, we’ll stop doing them. We want to hear from you and ways together we can improve CHIME.
Lastly, the board underwent a strategic visioning exercise this year. The process will help shape CHIME’s direction for the future and ensure that we continue to meet your needs. At next week’s Fall CIO Forum, we’ll share some more exciting news around CHIME’s vision statement. Don’t worry, if you can’t make CHIME15, we’ll have a recap in a future issue of Inside CHIME. CHIME Honors Rodney Dykehouse with Federal Public Policy Award for CIO Leadership
ANN ARBOR, MI, October 7, 2015 – The College of Healthcare Information Management Executives (CHIME) named Rodney Dykehouse, FCHIME, CHCIO, as the recipient of the organization’s Federal Public Policy Award for CIO Leadership. Dykehouse is chief information officer of Penn State Hershey Medical Center and College of Medicine.
Dykehouse serves as a member of CHIME’s Policy Steering Committee and has been a thought leader on such critical issues as cybersecurity and the Meaningful Use program. He’s been instrumental in educating policymakers on the value of health IT, as well as the opportunities and challenges to advancing adoption.
“Having worked at different types of organizations across the country, Rod brings a unique perspective to policy discussions,” said Randy McCleese, MBA, MS, LCHIME, CHICO; chair, CHIME Policy Steering Committee; vice president of information services and CIO, St. Claire Regional Medical Center, Morehead, KY. “His background has added significantly to the Policy Steering Committee and CHIME’s efforts in Washington, D.C.”
Prior to joining Penn State Hershey Medical Center in 2012, Dykehouse was CIO at UCLA Medical Sciences where he oversaw IT operations for the organization’s medical centers, family practice groups and schools of medicine. He has also served as CIO of Froedtert Health System, an academic partner of the Medical College of Wisconsin; St. John Health System in Detroit and ProHealth Care in Waukesha, WI.
The award recognizes policy leadership by a CHIME member for a range of activities, including educating policymakers on the value of health IT, testifying before federal workgroups or congressional committees, visiting representatives, and providing feedback on federal initiatives.
“I am extremely honored to receive this recognition,” said Dykehouse, who has been a CHIME member since 1994. “CHIME members have a deep understanding and appreciation for how federal policy on such things as cybersecurity and Meaningful Use impact the industry and, ultimately, patient care. For example, the increasing frequency and sophistication of cyber attacks pose a threat to nearly all medical devices that are now connected within our healthcare and research organizations. We must work together to push for medical device vendor standards to better address these threats.”
Dykehouse said that CHIME’s insights on key healthcare policy issues has made the organization a valuable resource to federal regulators and members of Congress, especially as health IT plays a larger role in nearly every aspect of care delivery.
“CHIME members and staff do a great job facilitating an informed exchange between the industry and policymakers,” he said.
Dykehouse will be honored this week as part of National Health IT Week in Washington, D.C., and at CHIME’s Fall CIO Forum in Orlando, Oct. 14-17.

Futura Mobility & Pursuit Healthcare Advisors Decrease Overhead Paging by 98% as Part of the Quiet Hospital Initiative at Inspira Health Network

The decreased paging was accomplished due to a combination of people, process, and technology including Practice Unite’s secure communications system which facilitated communication between clinical and nursing staff via a mobile device application that was also adapted for use on a desktop PC and VOIP phones. “Working together to implement a new, secure way of communicating beyond just mobile devices for Inspira shows how we can take a solution and adapt it based on the unique specifications of our clients” says David Gulian, CEO at Futura Mobility.

CHIME Welcomes Modifications to Meaningful Use Program
Statement by CHIME Board of Trustees Chair Charles E. Christian, CHCIO, LCHIME, FCHIME
ANN ARBOR, MI, October 6, 2015 – We are pleased that the Centers for Medicare & Medicaid Services today finalized modifications to the current stages of the Meaningful Use program and agreed to extend the comment period on Stage 3. CHIME and its 1,700-plus members agree with CMS that it is time to focus the Meaningful Use program on adoption of information technology systems that improve both the quality and safety of patient care.
The 752-page rule grants flexibility for providers who are doing their best to not only meet the intent of the federal program, but also ensure the adoption of health information technology that improves patient care.
Importantly, the rule adopts a 90-day reporting period for the current stages of the program, down from 365 days. CHIME has long called for a 90-day reporting period and applauds CMS for adopting this new standard. While several members are positioned to take advantage of this shorter period, others will be challenged to meet it since there are fewer than 90 days remaining in the year. We urge CMS to implement a hardship exemption for those unable to meet this timeframe.
CHIME also applauds the agency for modifying requirements surrounding patient access to electronic records. The rule stipulates that for 2015 and 2016, one patient discharged from a hospital view, download or transmit their electronic record.
With regard to Stage 3, the extra comment period will enable providers, CMS and other stakeholders to ensure that the next stage of Meaningful Use advances interoperability and takes into account new payment models being advanced by Medicare.
Also today, the Office of the National Coordinator for Health Information Technology finalized a rule on certification of electronic health records. CHIME supports key provisions in the rule that should lead to greater transparency regarding vendor products; improved testing and surveillance of health IT, and an improved focus on user-centered design.
We are reviewing the regulations and will have more detailed comments in the coming days.
