Inside CHIME: ICYMI – CHIME Advocates for Clear Policies on Medical Devices, EHR Cert

Director of Communications and Public Relations, CHIMECHIME’s public policy team, including the Policy Steering Committee, has had a busy few weeks pulling together detailed comments on a trifecta of rules that will impact medical devices and EHR certification.
CHIME recently responded to a number of regulatory proposals, continuing to make the case for reasoned and harmonious health IT policy. While we do our best to keep you abreast of key policy developments every Monday in the Washington Debrief, we know that you are extremely busy. So here’s our ICYMI column.
- Commenting on a Food & Drug Administration draft cybersecurity guidance, CHIME and AEHIS called for
greater collaboration between healthcare organizations and medical device manufacturers. “For several decades,
there has been a tension between the identification of medical device vulnerabilities and the device
manufacturer’s capability to mitigate or manage those risks,” the groups noted. CHIME and AEHIS also called for
a standardized cybersecurity framework for medical devices. - In a separate comment letter, CHIME called on FDA to collaborate more closely with the Office of the National
Coordinator to establish a set of uniform interoperability standards for medical devices. “CHIME members seek
assurance that the devices they purchase are able to connect with other devices and systems,” the letter stated. - Keeping with the theme of coordination, CHIME urged ONC to “collaborate with the Centers for Medicare and
Medicaid Services to minimize the impact of suspended or decertified products on provider reimbursement.” At
issue is the uncertainly providers face if ONC takes action on an electronic health record system for
“non-conformities.” CHIME cautioned the agency of the unintended consequences of its proposal, including
the impact on patient safety.
Lest we forget the 800-pound gorilla on the regulatory scene, CMS in late April issued proposed rules altering how physicians are paid, as required by the Medicare Access and CHIP Reauthorization Act of 2015. The 900-plus page proposal also seeks to dramatically restructure how physicians are scored for their use of health IT. CHIME’s policy team put together this detailed comparison of Meaningful Use and the Advancing Care Information proposal.

Health Catalyst Eliminates Non-Compete Agreements for Employees
SALT LAKE CITY, UT – May 11, 2016 –– Health Catalyst, a leader in healthcare data warehousing, analytics and outcomes improvement, today announced it is joining a growing number of companies that have decided to eliminate post-employment restrictive covenants.

General Dynamics Commercial Cyber Services Expands Cyber Monitoring Capabilities to Industrial Control Systems
Recent cyber-attacks on critical infrastructure highlight the increasingly vulnerable nature of industrial control systems
HERNDON, VA – May 10, 2016 — General Dynamics Commercial Cyber Services, a business of General Dynamics Information Technology, announced today it will expand its advanced cyber security monitoring services to industrial controls –– leveraging 40 years of experience protecting the Nation’s critical intelligence infrastructure to provide military-grade cyber security services for the private sector.
The announcement comes at a time with new warnings from the US Department of Homeland Security about the country’s critical infrastructure becoming the next hacking target. When correlated with security event data the INAD allows cyber analysts to detect deviations from industrial control systems, alerting the customer of a potential cyber-attack on their network.
The company will leverage its 15 SOCs and critical incident response teams to provide 24×7 monitoring that will allow customers to mitigate cyber-attacks and empower them to respond to threats quickly.

Integration, Usability Key Reasons SRMC Selects MEDITECH’s 6.1 EHR
May 5, 2016 — MEDITECH is excited to announce that Salem Regional Medical Center (Salem, OH) has recently signed for MEDITECH’s 6.1 EHR platform. CHIME Initiatives Advance Patient Safety
Statement by CHIME Board Chair Marc Probst and CHIME President and CEO Russell Branzell, FCHIME, CHCIO, on Johns Hopkins Medicine analysis of medical errors
ANN ARBOR, MI, May 4, 2016 – The Johns Hopkins Medicine study raises serious concerns about patient safety in the nation’s hospitals. One death due to a medical error is too many. Improving quality of care and patient safety is the top priority for College of Healthcare Information Management Executive (CHIME) members. First and foremost is making sure that patients are properly identified when they walk into a hospital, clinic or doctor’s office. Unfortunately, the lack of a national patient identification system results in some patients being misidentified. The safety implications of that are immense. According to a 2012 survey, 20 percent of CHIME members could attribute at least one adverse medical event to patient identification or matching mistakes. CHIME has taken the bold step of trying to solve this problem once and for all. The CHIME Healthcare Innovation Trust’s National Patient ID Challenge — a $1 million crowdsourcing competition — aims to find a viable and scalable solution to ensure accurate patient identification 100 percent of the time. Already, 345 innovators from 39 countries have registered for the challenge and 113 entered the first phase of the competition. CHIME will award the $1 million grand prize to the winning developer next February.
As we continue to digitize the delivery system, CHIME members are working with clinical leaders in other ways to harness the power of technology to reduce medical errors. For instance, automated alerts in electronic health record systems warn clinicians of a potential medication errors. Bar coding technology at the bedside help nurses ensure that they are giving the right drug to the right patient at the right time. CHIME is also a leading advocate for interoperability and improving the way medical information flows between healthcare providers and even medical devices.

Vocera’s Experience Innovation Network Releases Its Annual CXO Research Report
Results show the CXO is not a traditional executive role & highlights work left to be done

For the 2016 research report, more than 100 leaders from in-patient and out-patient organizations across the United States and Canada once again provided insight about the role of leading experience transformation and shared insights on operational infrastructure, patient and staff engagement practices, improvement strategies, and human-centered technologies.

Nearly 40 percent of CXOs report directly to the chief executive officer or their health system president, while 28 percent report to a clinical executive in quality, medicine or nursing. More women than men are leading healthcare experience work, according to the report, and the median number of staff members reporting to these leaders has nearly doubled since last year’s survey. On average, experience leaders have 20 people reporting to them. However, 13 percent said they have no direct reports, leaving them dependent on other teams’ resources to accomplish experience goals.
While the most extensive work on experience improvement centers around clinical interactions that patients and families have with doctors and the care team, only 12 percent of experience leaders have a medical degree. Nearly two-thirds of CXOs in the research viewed physicians as passive or obstructive to experience work, and only 4 percent of respondents said physicians at their organizations are active leaders of experience improvement efforts.
“It is important for CEOs to elevate experience improvement as the top strategic priority for their organizations, engage physicians in the work, and support CXOs as they tirelessly lead this work. Only by driving meaningful human-to-human connections across the entire continuum of care will healthcare systems succeed in long-term differentiation, loyalty and growth,” said Bridget Duffy, MD, chief medical officer of Vocera. “With burnout and fatigue at an all-time high for physicians, nurses, and other healthcare professionals, executives can strengthen care team collaboration and well-being by creating environments that support these healers and restore joy to the practice of medicine.”
Patients and families must also be empowered to engage more in experience work. Only 28 percent of research participants said they partner with patients in every improvement project, and 7 percent said they don’t engage patients at all. KLAS recognizes Nordic’s continued quality and breadth of offerings
MADISON, WI – May 3, 2016 – Nordic has again been recognized as an industry leader in the latest KLAS report on Epic consulting firms, which was released this week. In addition to being recognized for a greater breadth of services than in the previous report, no firm has worked with more KLAS-validated clients than Nordic.
In KLAS’ previous Epic Consulting report, Nordic was top-rated for Epic Implementation Support and Staffing, and this year’s report gave Nordic a higher score in that category (91.4) than in the past report. With over 170 Epic clients, Nordic has worked on more Epic projects than any other consulting firm, the evidence of which can be seen in the report. Of the 15 KLAS-rated firms for Implementation Support and Staffing, 10 meet the minimum KLAS Konfidence level, while Nordic’s scores are more solidly based on 26 engagements meeting full KLAS Konfidence.
The report also marks the first time Nordic has been ranked in the IT Advisory space, posting a score of 92.6. Its 10 validated engagements in this category are the most of any company, and the report notes Nordic’s strength in revenue cycle optimization and clinical optimization work, in particular.
One recent client comment in the IT Advisory category highlights the trust that Nordic has earned by developing services to meet future client needs.
