Alliance Community Hospital First MEDITECH Customer to Deploy CommonWell Services
MEDITECH advancing nationwide interoperability as the first EHR vendor to deploy CommonWell Health Alliance services leveraging FHIR
Westwood, MA – June 28, 2018 – MEDITECH, a leading Enterprise Health Record (EHR) vendor and Contributor Member of CommonWell Health Alliance®, has successfully deployed CommonWell interoperability services at Alliance Community Hospital (ACH). The capabilities will enable ACH, a non-profit hospital serving the residents of Alliance, Ohio, to exchange patient information seamlessly for improved patient care and quality outcomes.

Embedded directly into the MEDITECH EHR, these CommonWell services include patient enrollment capabilities and C-CDA exchange, opening the door for more comprehensive sharing of discrete segments of data in the future, such as medication and allergy data.

Chris Cook – VP, AEHIS, AEHIA & AEHIT MembershipsOn June 6, AEHIS Board Chair Erik Decker testified before the House Committee on Energy and Commerce on draft legislation that recognizes the importance of ensuring the nation’s health systems are better prepared and able to respond to cybersecurity incidents. Speaking on behalf of AEHIS and CHIME, he supported provisions that for the first time would include cybersecurity threats in the Pandemic and All-Hazards Preparedness Reauthorization Act of 2018 (PAHPA).
PAHPA reauthorizes certain programs under the Public Health Service Act and Federal Food, Drug, and Cosmetic Act. The draft legislation being considered includes amendments that recognize the threat that cyberattacks pose on patient safety and security, the need for a coordinated response and other improvements. In particular, they amend the Public Health Service Act to include “cybersecurity” in both “Improving State and Local Public Health Security” (42 U.S.C. 247d-3a) and “Partnerships for State and Regional Preparedness to Improve Surge Capacity” (42 U.S.C. 247d-3b.)
In his written and oral testimony as well as in follow-up materials, Decker shared members’ perspective, including:
- Continued concerns about the threats to patient care and safety that cybersecurity attacks pose in an era of ubiquitous connectivity
- The need to clarify where cybersecurity is to be managed within the Department of Health and Human Services (HHS) and proper channels for communicating cybersecurity-related issues and concerns
- The importance of adequately funding and appropriately staffing the Office of the Assistant Secretary for Preparedness and Response (ASPR), or whatever office is selected to manage cybersecurity for HHS, to match the added functionality
Cybersecurity is a priority topic for the CHIME and AEHIS public policy programs and AEHIS members have been valuable contributors to efforts to educate policy makers about the potential impact of their decisions. The upcoming CHIME Advocacy Summit, scheduled for Oct 3-5 in Washington, D.C., will feature CHIME and AEHIS policy leaders as well as top government and agency figures. AEHIS and CHIME applaud the committee for recognizing the potentially widespread damage that cyber incidents can inflict on the healthcare industry and patients. We have been emphasizing that improving the cybersecurity posture of the healthcare industry is an important, but resource-intensive process, and that it is critical that these policy proposals be funded properly. We also have emphasized that recognition of the potential of cybersecurity threats to disrupt healthcare delivery should be a consideration in the next iteration of the National Health Security Strategy.

Telehealth Gets Boost from VA, Medicare Reimbursement

Liz Johnson – MS, FAAN, FCHIME, FHIMSS, CHCIO, RN-BC, CHIME Public Policy Steering Committee Chair, Chief Information Officer, Acute Hospitals and Applied Clinical Informatics, Tenet HealthcareOn June 11, veterans became eligible to receive virtual healthcare from Veterans Affairs providers no matter where they live or where the provider practices in the U.S. This is a sign that we finally are breaking down a bricks-and-mortar mindset that has dominated our healthcare system – the insistence that patients must come to us, the providers, in our work place to get care. Once this rule went into effect on June 11, American veterans anywhere – even those in remote, rural and underserved areas and those who can’t travel for health, financial or logistical reasons – should have access to care.
This is a positive step forward, and one that makes those of us in the healthcare IT industry optimistic that telehealth has a real chance to grow and succeed in this country.
The Department of Veterans Affairs made this happen through a proposed rule titled “Authority of Health Care Providers to Practice Telehealth,” which it unveiled last year. The proposed rule called for an amendment to allow the VA to exercise “federal preemption” and override state-specific telehealth laws, medical licensing restrictions and other requirements that conflicted with the VA’s need to provide telehealth services across its entire system. Removing those barriers now frees VA healthcare providers to treat beneficiaries using telehealth irrespective of the state or location of the provider or the beneficiary.
CHIME and our members strongly supported the proposal. In a letter submitted to Veterans Affairs Secretary David Shulkin during the comment period, we pointed out some of the potential benefits of telehealth: better access; better outcomes; increased convenience for patients and their families; the ability to “touch” patients whose location or condition impedes in-person care; and an efficient and cost-effective use of the VA’s limited resources. As the chief information officers and senior IT leaders in our nation’s healthcare organizations, we understand the great potential technology has to improve delivery of care, including remotely.
Our letter also cited a joint 2017 telehealth report by CHIME and KLAS Research based on a survey of our members. The discord between state laws and state restrictions and the benefits of interstate telehealth services was a common theme among respondents. Another frequent concern was reimbursement. On this front, state laws were driving reimbursement for some services “but national legislation is still missing,” according to the report. More than half of respondents said lack of reimbursement was limiting the adoption of telehealth.
We’ve seen progress in federal reimbursement in recent months, too. The Bipartisan Budget Act of 2018 that was signed into law in February included elements of the Creating High Quality Results and Outcomes Necessary to Improve Chronic (CHRONIC) Care Act. The legislation will expand reimbursement for some telestroke and end-stage renal disease services for Medicare beneficiaries, both beginning Jan. 1, 2019; and it will allow Medicare Advantage to add clinically beneficial services through telehealth to basic plans, and will let Accountable Care Organizations expand the use of telehealth services, both beginning in 2020.
Why does this matter? Medicare beneficiaries totaled an estimated 58.5 million people in 2017, according to the Centers for Medicare & Medicaid Services. The Department of Veterans Affairs placed its veteran population at nearly 20 million people in 2017, with about half enrolled in the VA healthcare system. The increasing acceptance for telemedicine by two prominent national healthcare programs that serve a significant proportion of citizens in the U.S. is paving the way for more opportunities to build off our telehealth capabilities. Their willingness to adequately reimburse telehealth services is a signal to providers and their healthcare organizations that they can incorporate telehealth into the delivery of care without taking a financial blow. Most importantly, the growing use of telehealth now and in the future gives more patients access to timely and affordable care wherever they live.

Exams taken remotely will be monitored by Kryterion testing support to ensure everything runs smoothly and is completed to the highest standard. Remote testing exam preparation will remain the same, but now you have far less obstacles standing in your way of becoming CHCIO certified.
