Top Three Most Common Health System Patient Data Security Weaknesses Revealed by Clearwater CyberIntelligence™ Institute
NASHVILLE, TN – December 20, 2018 – The three most critical and common high-security cyber risks facing healthcare delivery organizations and their partners have been uncovered in a first-of-its-kind analysis by the Clearwater CyberIntelligence™ Institute (CCI). CCI was formed earlier this year to leverage insights from Clearwater’s proprietary database created by IRM|Analysis™. The database, containing millions of risk records accumulated during the completion of comprehensive, NIST-based risk analyses for hundreds of Clearwater customers over the last six years, is the industry’s largest and most complete database focused exclusively on the unique cybersecurity risk profiles of hospitals, Integrated Delivery Networks (IDNs) and business associates.
At the top of the patient data breach vulnerability list is User Authentication Deficiencies, followed by Endpoint Leakage and Excessive User Permissions, the CCI analysis revealed. Together, the top three areas of vulnerability account for nearly 37 percent of all critical risk scenarios.

For context, User Authentication Deficiencies are weaknesses in the process used by an organization to uniquely identify and verify a user. Examples of deficiencies include such things as use of generic User IDs and/or passwords, posting user passwords on monitors or under keyboards, and emailing user credentials unencrypted over external networks. Some of the most common technology associated with these gaps include servers and SaaS (Software-as-a-Service) solutions. 19th U.S. Surgeon General to Kick Off 2019 CHIME HIMSS CIO Forum

Tim Stettheimer – VP, EducationWe are pleased to announce that the 19th Surgeon General of the United States, Vivek H. Murthy, M.D., will set the stage for the CHIME HIMSS CIO Forum in Orlando, Fla., with an overview of national and global health trends along with crisis points and major issues. He will be the first of four keynote speakers who will inspire us all to take health and care to new heights.
The forum will be Feb. 10-11 at the Hyatt Regency Orlando Hotel in Orlando. We will hold a welcoming reception on Feb. 10 in true CHIME style, followed by a breakfast and our speakers on Feb. 11. Members also can participate in Foundation Focus Groups during the week of the HIMSS annual conference. You will have the option to attend up to 14 Focus Groups between Feb.12 and 14.
As the nation’s 19th surgeon general, Murthy made it his mission to modernize the role of “America’s Doctor” by bringing in 21st century approaches and technology. He issued the first Surgeon General’s Report on Alcohol, Drugs and Health, and his last Surgeon General’s Report was on e-cigarettes and youth. He launched the TurnTheTideRx campaign to address the nation’s opioid epidemic and was the first surgeon general to issue a call-to-action letter to health professionals across the nation to reduce opioid addiction and overdose deaths.
Prior to becoming surgeon general, he practiced and taught internal medicine at Brigham and Women’s Hospital and Harvard Medical School. During his career, he co-founded Visions, a peer-to-peer HIV/AIDS education program in India and the U.S., which he led for eight years. He also co-founded the Swasthya project (“health and wellbeing” in Sanskrit), a community health partnership in rural India to train women to be health providers and educators; TrialNetworks, a software technology company that developed collaborative technology for accelerating clinical trials (acquired by DrugDev in 2014); and Doctors for America, a nonprofit that organizes physicians across the U.S. to advocate for high-quality, affordable healthcare for all.

Busy Year in D.C. Includes Progress on Health IT Policies and Legislation

Leslie Krigstein – VP, Congressional AffairsMari Savickis – VP, Federal Affairs In yet another hectic policy year, health IT managed to grab headlines and at the same time receive bipartisan support from policymakers. Our ability to participate in these policy discussions would not have been possible without the support of some very dedicated CHIME members.
From the outset of 2018, we saw the Office of American Innovation and the Centers for Medicare and Medicaid Services (CMS) prioritize interoperability and patient access in a dramatic fashion as we anxiously await rules from the Office of the National Coordinator for Health IT on these topics. The Meaningful Use program saw a name change as well as a structural overhaul, something CHIME had long-advocated for. And, hopes are high after a series of requests for information (RFIs) from CMS and the Office of the Inspector General (OIG) point to potential future rulemaking which could allow for the donation of cybersecurity services and other technologies necessary to further the move to value-based care. And, Medicare will now reimburse separately for technology-based services.
Despite being an election year, Capitol Hill held up their end of the bargain with the passage of some notable health IT provisions, including the removal of the “more stringent over time” Meaningful Use program mandate. Congress also greenlighted the expansion of telehealth in specific disease states, the treatment of substance use disorder (SUD), and in Medicare Advantage. The Hill continued to encourage the administration to work with the private sector on patient matching, a long-time CHIME priority. Cybersecurity issues received consideration as Congress considered pandemics and hazards, while also watching consumer protection and data privacy rise to prominence, poised to take center stage in the 116th Congress.
CHIME members provided feedback in congressional hearings, at White House meetings and in countless other forums with policymakers in 2018. With the help of the CHIME Policy Steering Committee and numerous other CHIME members, the public policy team submitted more than 40 written responses to the administration and Capitol Hill. These tireless volunteers were invaluable in sharing their perspectives for the betterment of policy and healthcare nationwide.

2018 Proves to be Year of Many ‘Firsts’ for CHIME

Cletis Earle – Chair, CHIME Board; SVP & CIO Information Technology, Kaleida HealthIt is hard to believe that my year as board chair is almost over. It has been a pleasure and privilege to represent our members and help establish a path for CHIME’s future growth. I am especially honored to have had the opportunity to work with my fellow board members and bring in new programs.
This year CHIME launched our first Advocacy Summit in Washington, D.C. The program reflected CHIME’s commitment to be a collaborative partner and advocate for our members. The presenters included policy makers in Congress and federal agencies who are involved in heath IT-related initiatives. We also had members from CHIME’s Policy Steering Committee and the Association for Executives in Healthcare Information Security (AEHIS) serve as panelists and moderators. The summit solidified CHIME as the preeminent source for policy thought leadership on topics like cybersecurity, telehealth, interoperability and IT-related approaches to address the opioid epidemic.
This was also CHIME’s first year to oversee the HealthCare’s Most Wired survey and recognition program. CHIME revised and updated the survey to better align questions with current practice and relevant outcomes, and then set a high bar to qualify for the Most Wired title. The survey will be reviewed and revised again in 2019 to capture advancements in the industry, and the threshold for recognition may be recalibrated as well. The goal is to drive excellence across our industry globally.
We also launched the CHIME Diversity Committee and held a Sunrise Session at the 2018 CHIME Fall CIO Forum in San Diego to discuss initiatives to create a broadly inclusive workforce by encouraging people from all races, ethnicities and belief systems to pursue careers in healthcare IT. As chair, I look forward to working with CHIME members and CHIME Foundation firm members to help build a diverse pipeline of talented heath IT employees who can serve as the next generation of CIOs and senior healthcare IT executives. We also will explore workplace strategies to attract and retain diverse teams in our IT departments and C-suites.

3M to Acquire M*Modal’s Technology Business
Acquisition Expands 3M’s Health Information Systems’ Capabilities
ST. PAUL, MN & FRANKLIN, TN – December 19, 2018 – 3M today announced that it has entered into a definitive agreement to acquire the technology business of M*Modal, for a total enterprise value of $1.0 billion. M*Modal is a leading healthcare technology provider of cloud-based, conversational Artificial Intelligence (AI)-powered systems that help physicians efficiently capture and improve the patient narrative so they can spend more time with their patients and provide higher quality of care.
“This acquisition builds on our strategic commitment to invest in our Health Information Systems business and expands the capabilities of our revenue cycle management and population health priority growth platform,” said Mike Vale, executive vice president, 3M Health Care Business Group. “Together, we will enable doctors to improve the patient experience, while enhancing documentation accuracy and operational efficiency for both providers and payers.”
“We are excited that we can further accelerate our mission of creating time to care for more clients with the resources and global reach of 3M,” said Michael Finke, president of M*Modal. “By combining capabilities, we can more quickly deliver on our mission of bringing conversational AI and ambient intelligence directly into clinical workflows. This is a great outcome for our clients, partners and team.”
3M will maintain a strategic business relationship with M*Modal’s remaining transcription, scribing and coding services business, which is not part of this transaction, to help ensure continuity and strong customer support. Annual revenue of M*Modal’s technology business is estimated to be approximately $200 million.
3M Health Information Systems (HIS) business works with more than 8,000 healthcare organizations worldwide, both providers and payers, to deliver software and services across the continuum of care. 3M HIS offerings – which include the 3MTM 360 EncompassTM software platform – combine clinical documentation systems and risk assessment methodologies to help accurately capture, analyze and advance patient information.
On a GAAP reported basis, 3M estimates the acquisition to be $0.10 dilutive to earnings in the first 12 months following completion of the transaction. Excluding purchase accounting adjustments and anticipated one-time expenses related to the transaction and integration, 3M estimates the acquisition to be neutral to earnings over the same period.
The effective enterprise value multiple is approximately 10 times estimated annual adjusted EBITDA for the first 12 months following completion of the transaction, including expected run rate synergies.
The transaction is expected to close in the first half of 2019, subject to customary closing conditions and regulatory approvals.
Approximately 750 employees supporting the technology business of M*Modal are expected to join 3M upon completion of the transaction. The business is based in Pittsburgh, Penn.

19th Surgeon General of the United States Dr. Vivek Murthy to Speak at Spring CIO Forum
ANN ARBOR, MI, Dec. 18, 2018 – Vivek H. Murthy, M.D., who served as the 19th surgeon general of the United States from December 2014 to April 2017, will be the opening keynote speaker on Feb. 11 at the CHIME HIMSS CIO Forum in Orlando, Fla. Murthy is credited with modernizing the role of surgeon general with 21st century approaches and technology.
As surgeon general, he made improving health his top priority. He issued the first Surgeon General’s Report on Alcohol, Drugs and Health, and his last Surgeon General’s Report was on e-cigarettes and youth. He launched the TurnTheTideRx campaign to address the nation’s opioid epidemic and was the first surgeon general to issue a call-to-action letter to health professionals across the nation to reduce opioid addiction and overdose deaths.
Prior to becoming surgeon general, he practiced and taught internal medicine at Brigham and Women’s Hospital and Harvard Medical School. During his career, he co-founded Visions, a peer-to-peer HIV/AIDS education program in India and the U.S., which he led for eight years. He also co-founded the Swasthya project (“health and wellbeing” in Sanskrit), a community health partnership in rural India to train women to be health providers and educators; TrialNetworks, a software technology company that developed collaborative technology for accelerating clinical trials (acquired by DrugDev in 2014); and Doctors for America, a nonprofit that organizes physicians across the U.S. to advocate for high-quality, affordable healthcare for all.

University of Iowa Health Care Chooses Zingbox to Achieve Holistic Risk Visibility and Operational Benefits

The operational availability of University of Iowa Health Care’s more than 45,000 connected medical devices is a top priority for its security team. Vocera Improves Clinical Workflows at a North Carolina Hospital
Technology helps enhance surveillance monitoring and patient experience
SAN JOSE, CA – Dec. 12, 2018 – Vocera Communications, Inc. In response to The Joint Commission Sentinel Event Alert on the safe use of opioids in hospitals, Wake Forest Baptist Medical Center initiated surveillance monitoring as the standard for most patients.
Integration between the hospital’s patient monitors and the Vocera system was critical to the surveillance program. This interoperability enabled direct and contextual notifications to be sent to the patient’s nurse when vital signs cross alarm thresholds for specified duration, which triggers timely patient assessment and treatment if indicated. Alarm thresholds and durations are set to help reduce alarm fatigue. Alarm notifications sent directly to a care team member, rather than incessantly sounding in a patient’s room, help create a quieter, more healing environment.
Interoperability is a key component of the communication strategy at Wake Forest Baptist Health. Davie Medical Center is integrating the Vocera solution with the hospital’s nurse call systems and patient monitors. Using staff assignments and intelligent workflow design, the Vocera software prioritizes alerts from these systems and sends contextual notifications to clinicians via their preferred mobile devices.
