Analytics problems solved
Informal Health Catalyst surveys of healthcare data analysts and data scientists reveal that they spend 80-90 percent of their time moving, organizing and curating data, and only 10-20 percent of their time on analytics that benefit their organization. Clinicians, researchers, data analysts, and data scientists can use Population Builder in a real-time, collaborative work setting, exploring different definitions for patient cohorts, and then saving that work for downstream analytics.
Unburdened by traditional code-based methodologies, analysts using Population Builder can uncover actionable insights within minutes rather than hours or days. Users without SQL or technical expertise can build logic to define populations of interest, based on a breadth of dimensions ranging from ICD codes to genomic profiles. Additionally, Population Builder’s visual building experience generates easy-to-understand documentation, enabling more direct and effective collaboration between clinicians and analysts, as these teams can review graphical representations of patient populations, rather than complex SQL code, to refine population definitions. Finally, Population Builder allows the defined populations to be published and governed into DOS, where they can be reused across a variety of analytic and software applications.
“We field numerous requests for ad-hoc reports and knew that Population Builder would be a great tool to quickly gather patient populations around specific illnesses,” said James Henderson, senior manager of quality analytics for the Wolff Center at UPMC, a leading integrated health system that owns a financial interest in Health Catalyst. “As a first test, we used Population Builder to find patients who had been diagnosed with endocarditis, and in under 5 minutes we had our patient population. That search would have taken a couple of hours with our current tool.”

Health IT Policy in 2019: Something New or More of the Same?

Leslie Krigstein – VP, Congressional AffairsThe November election results sparked questions about the future of health IT-related policy. New House leadership combined with the influx of new (mostly Democratic) members in the House and the loss of some familiar faces in the Senate suggest change is afoot. With committee assignments now in place, we have a clearer idea of what might be in store in 2019.
Committee rosters in the House and Senate look quite different as incumbent loses and retirements impacted committees with healthcare jurisdiction. Health IT has largely been a topic garnering bipartisan interest on Capitol Hill; however, new committee leadership and a change in who holds the gavel will likely impact the lens through which issues are examined.
The Senate remains in the hands of a Republican majority, with some committee ratios shifting slightly to reflect the larger Republican majority. The leadership of the Senate Health, Education, Labor and Pensions Committee will remain unchanged, as Chairman Lamar Alexander (R-TN) and Ranking Member Patty Murray (D-WA) will continue oversight of health IT, electronic health records and the implementation of the 21st Century Cures Act. Alexander’s retirement in 2020 may factor into what issues he steers the committee toward, knowing that healthcare cost is one of his priorities.
There was a shakeup on the Senate Finance Committee, which has Medicare and Medicaid under its jurisdiction, with the retirement of former Chairman Orrin Hatch (R-UT) and the losses of incumbent members Bill Nelson (D-FL), Claire McCaskill (D-MO) and Dean Heller (R-NV). Sen. Chuck Grassley (R-IA), a fierce oversight and transparency advocate, left the helm of the Senate Judiciary Committee and took over as Finance Committee chair in January.
In January, the House became controlled by the Democrats, who gained more than 30 seats. This correlates to many new members and many new faces on committees of jurisdiction. The Energy and Commerce Committee gavel is in the hands of the current ranking member, Frank Pallone (D-NJ), who l swapped places with Greg Walden (R-OR). The Health subcommittee got new leadership with the retirement of Gene Green (R-TX), with Anna Eshoo (D-CA) taking his spot.
The House Ways and Means Committee also saw a change with the loss of health subcommittee chairman Peter Roskam (R-IL) along with eight Republican committee members who did not seek re-election, and the retirement of Sander Levin (D-MI). Lloyd Doggett (D-TX) is now the health subcommittee chair.
We expect consumer and patient privacy to take center stage, with interest expressed by leaders of the Energy and Commerce Committee and Senate Commerce Committee. The lines between health data and consumer data are blurring with the growing popularity of wearables and apps to download records, raising concerns that these valuable data streams may teeter outside of the reach of the Health Insurance Portability and Access Act (HIPAA). If and how the committees will address this in 2019 is unclear.
The past Congress attempted to delve into the implementation of the 21st Century Cures Act, but much of the rulemaking has been stalled at Office of Management and Budget and the ongoing budget shutdown. Health IT has been bipartisan, so the forecast should show continued conversation about how to spur interoperability, improve patient access and reduce provider burden. Additionally, with the potential consideration of an infrastructure package, there could be an opportunity for health IT and cybersecurity readiness to be interjected into the conversation. The Office of the National Coordinator for Health IT’s apparent perennial fight for funding will likely factor into their ability to go beyond what is mandated in statute.
We see possible headwinds and unknowns as well. A court ruling on the Affordable Care Act will likely serve as a distraction, for both parties, as health agendas are formulated in 2019. And the influx of diversity among recently elected candidates, with unprecedented numbers of women, minority and millennials, is a wild card.

Keynote Speaker Uses Insights Gained from Childhood in Foster Care to Drive Change

Candace Stuart – Director, Communications & Public RelationsYou are a child. You are on your own, on the streets, and you experience an asthma attack. No home care and chicken noodle soup for you. Instead, you end up in the emergency room getting expensive, crisis care.
“That is how I learned very personally about the social determinants of health and the ways we need to redefine our healthcare system to truly address those upstream determinants of health,” said Claire Pomeroy, a keynote speaker at CHIME HIMSS CIO Forum, speaking of her childhood in foster care. While Pomeroy thrived, completed medical school, earned an MBA and now is the president and CEO of the Lasker Foundation, she noted many other children she met in foster care did not do well. Their already lagging language and social skills put them at a health disadvantage that many could not surmount.
The care patients receive in a clinical setting makes up about 10 percent of what determines an individual’s health, according to Pomeroy. A sense of community, educational opportunities, safe housing, job opportunities and nutritious food, among other social and behavioral factors, are all upstream drivers that contribute to health. Aided by this upstream data, the healthcare system could identify those at risk and intervene earlier.
“This is a new way of looking at health,” she said. “We need information about the whole person if we are going to truly improve their health. If we restrict ourselves to classical clinical data, cholesterol, for example, we may miss the fact that this person does not live in a neighborhood with a grocery store with healthy food. Just prescribing more statins instead of getting them access to healthy food won’t change a thing.”
An expert in infectious diseases, Pomeroy will discuss changes that need to occur in the healthcare system to serve communities everywhere. Those changes include thinking differently about the kinds of data healthcare organizations collect, the questions that determine what data to collect and how to use the data once it is captured. Having a diverse workforce that represents the community is also key to ensure that the right questions are presented to the right people in way that engenders trust.
Looking beyond clinical information, healthcare IT systems may need to gather data on socioeconomic status, for instance, or support mechanisms such as food banks. Research evaluating interventions to improve social determinants of health will also be needed to assess their effectiveness. Healthcare IT leaders, both in clinical settings and in industry, will play a key role by finding ways to connect their information systems with other sectors, Pomeroy said.
“Whether it is opioids or gun violence or homelessness or food desert or social isolation, there are so many opportunities to make an impact,” she offered.
Pomeroy became president of the Lasker Foundation in June 2013. Her previous positions include chief of infectious diseases and associate dean for research and informatics at the University of Kentucky and executive associate dean, vice chancellor and dean of the School of Medicine at the University of California, Davis.

CHIME Boot Camp Gives Region in England a Head Start to Attain National Goal

Jane Dwelly – CHIME International Programs and EducationIn January, England’s National Health Service (NHS), a tax-funded universal healthcare system serving 54 million people, published its agenda for the next 10 years. The NHS Long Term View sets out to enhance digital leadership of the NHS, in particular by expecting specific IT representation on the board of every NHS organization. This includes hospitals and integrated care systems. In the north of England the Yorkshire and Humber Local Health and Care Record Exemplar (LHCRE) already has a running start, thanks to its work with CHIME. It has become the first health economy in England to train 30 healthcare IT leaders to an internationally recognized professional standard.
CHIME was invited to give leadership training by host Leeds Teaching Hospitals NHS Trust. Over two weekends in 2018, the CHIME Healthcare CIO Boot Camp put students through a seven-part curriculum designed to develop skills of a successful healthcare IT leader. Taught for CIOs by CIOs, the boot camp also included mentoring, leadership assignments and the opportunity for students to examine their work/life balance.
The program exceeded participants’ expectations.
“When I was invited to join the CHIME boot camp, I wasn’t sure that I was at the right level to benefit from a course for CIOs,” said Samantha Atkinson, Digital Project Manager at Leeds Teaching Hospitals with 20 years of experience in the NHS. “The boot camp, though, opened up the way I think about networking, team building and relationships in the projects that I do and will do in the future.”
A total of 30 candidates from across the region representing Trusts, Clinical Commissioning Groups and Local Authorities participated. To date, eight of those healthcare IT leaders have earned certification through CHIME’s Certified Healthcare CIO (CHCIO) program. They include Rob Child, Digital Program Manager at Leeds Teaching Hospitals, with 18 years’ experience in the NHS. “CHIME has been the perfect personal development opportunity to learn tools and techniques for thinking differently,” he said, adding that the knowledge and skills he now has will help him move the digital agenda forward in Leeds Teaching Hospitals NHS Trust.
“It is great to see many of the region’s excellent NHS and local authority health tech leaders recognized through the CHCIO qualification,” said Will Smart, CIO at NHS England and CHIME Board member. “Professional accreditation is fundamentally important to support our drive toward the goals of improving patient-centered care by further utilizing current and future technical innovations.”
The NHS Long Term Plan, published on Jan. 7, outlined the NHS agenda for the next five and 10 years. It included a commitment to expand the NHS Digital Academy to train tomorrow’s healthcare IT leaders. The report states:
“We will expect informatics leadership representation on the board of every NHS organisation, with chief executives capable of driving the transformation of their organisations and non-executive directors able to support and demand increasing digital maturity over the next five years. We will increase training in digital capabilities for the health and care workforce and focus on attracting excellent technical expertise and skills, particularly in ‘newer’ digital fields so that our workforce can continue to deliver our technology strategy.”

A significant advantage of the Smartbadge over earlier versions of the wearable communication device is the larger 2.4” touchscreen, which enables clinicians to receive and read notifications with more patient context. While the new screen is larger than the original Vocera Badge, the Smartbadge is still small, lightweight, and ideal for busy clinicians needing their hands free to provide patient care. Additionally, the Smartbadge boasts improved microphones and speakers, extended battery life, a water-resistant design, and a dedicated, one-touch panic button to make it faster and easier for staff to get help in emergency situations.
Clinicians and other care team members can get a closer look at the new Smartbadge during the 2019 HIMSS Global Conference and Exhibition. Vocera is hosting two HIMSS19 Lightning Sessions in Exhibit Hall D, Booth 7145 on Feb. 12 and 13, from 12:45-1:05 p.m. ET. The interactive sessions will be led by Price, who will demonstrate the Smartbadge and answer questions about the latest hands-free communication device.
